On private Commercial projects WASHINGTON Revised Code § 60.04.031 mandates that a Subcontractor who does not have a direct contract with the Owner must deliver a WASHINGTON Preliminary Notice To Owner to all legal parties on a project (Customer, Owner, General Contractor, Lender) within sixty (60) days from the first day that equipment, materials, labor or materials were furnished for a project. The notice must be delivered in person or by certified mail to the Owner of the property along with any other legal parties related to the improvement of the property (Customer, General/Prime Contractor, Lender/Surety).
